What can I wear for cool-weather street motorcycling?
ByI’m not into riding suits, leather, or bulky ballistic clothing.

I use a weather resistant off road jacket (light weight) with a polar-tech 200, pull over underneath. The jacket has zipper vents I can open if I get too warm. The jacket is largely wind and water proof.
Here is an example of the type of jacket I use
But for cold, or really cold, weather I use heavier enduro jackets w/ballistics combined with polar-tech liners.
Leather Biker Jackets
a diving neopreen suit…..search for cold killers on ebay..very light and very warm but no crash protection..i find a good pair of jeans[cold killers underneath] and a trials bike jacket but keep a all in one waterproof suit hand for the rain..not forgetting heated grips of muffs.
Harley-Davidson Gear
Motorcycle Helmets, Jackets, Boots, and More
You can wear draggin clothes, they do some nice jeans and jackets.

If ya like your riding like I like my women- cheap and dirty- then I suggest buying up some military surplus clothing rated for cold weather. Tough as nails, practical, and warm. I have a pair of German army gortex pants and a snug fitting insulated jacket. I cheat a little by using a heated vest and grips! try searching the below site for cheap cold weather wear.
Harley-Davidson Gear
The best money I have spent on motorcycle riding gear are the products from Gerbing. I wear the jacket liner, union ridge pants, and the gloves. While I have the socks, I have not had a chance to use them. The heated clothing has added 2 to 3 months of riding time. While the gear is not cheap, the ability to stay warm is worth the cost. When I go on trips out to Colorado I pack the aforementioned gear, light gloves, a Joe Rocket mesh jacket, and rain gear. I can ride in 40 degree temps up to the mid 90’s. Saves a lot of room on the bike.
Motorcycle Helmets, Jackets, Boots, and More
You need to be more specific….define cool-weather. Also, by saying no riding suits, leather, etc. you are nearly exhausting all options.
Leather Biker Jackets
You sound pretty picky for somebody asking a question. Either get a light leather jacket or a bulky synthetic coat.

Long Johns.
When it’s cool, I wear clothes.
When it’s cold, a sweater.
